Statutory Forms of Alternative Care for Children in the Republic of Uzbekistan

This paper examines the system of statutory forms of alternative care for children deprived of parental care, as established by the legislation of the Republic of Uzbekistan as of 2025. Based on an analysis of the Family Code, the Law on Guardianship and Custody (ZRU-364), the Law on the Protection of Children from All Forms of Violence (ZRU-996), Presidential Decree UP-256, and Cabinet of Ministers Resolution No. 893 of December 27, 2024, the paper describes the substance of each form of care placement: adoption, guardianship and custodianship, foster family, patronage, family-type children's home, and specialized residential care institutions. The hierarchy of placement forms, with priority given to family-based care, is outlined, along with the relationship between legislative and sub-legislative levels of regulation. The paper notes that the reform of 2024–2025 significantly updated the sub-legislative framework, creating a more differentiated system of care placement compared to the current Family Code.
