Case management is a child and youth protection intervention that supports and protects children and youth throughout their life cycle, starting from being an unborn child during pregnancy until the child reaches adulthood.
The Standard Operating Procedures (SOPs) for child and youth protection case management are part of efforts to strengthen the child and youth protection system in Timor-Leste. They support inclusive and effective child and youth protection mechanisms to prevent and respond to protection concerns and violations. The primary focus of the SOPs is to provide step-by-step guidance for government and child protection actors to deliver effective and appropriate case management services. The document also includes specific guidelines that can be adapted for child protection actors working in humanitarian settings.
The SOPs were developed based on the Sustainable Development Goals (SDGs) and international standards. An inter-agency consultative process with government partners and national and international child protection actors helped ensure the SOPs were contextually relevant and culturally sensitive.
