International Consultant (Development of Child Protection Case Management systems)

UNICEF is seeking an International Consultant (Development of Child Protection Case Management systems) in Ghana. This assignment is expected to be of the duration of approximately 60 consecutive working days and is anticipated to commence in July 2018. Under the overall guidance of UNICEF Chief, Child Protection and Child Protection Specialist (Social Welfare), the consultant will undertake the following:

  • Undertake an analysis of the existing systems of case management and referral mechanisms, including legislation, Standard Operating Procedures (Police, Health, Human Trafficking, child labor, domestic and gender based violence, Social Welfare), available training material and reporting forms as well as international best practices.
  • Carry out a stakeholder analysis to identify relevant players in the case management process and consult with them to identify their potential roles and collaboration within a decentralized child protection service delivery system. This should be situated within the Decentralization Framework of Ghana.
  • Develop in consultation with main stakeholders an inter-ministerial case management SOPs and standardized forms, table of authority, case flows for the responsive services for children in need of care and protection at the MMDA level.
  • Develop a Ghana specific typology of child protection and gender violence cases based on their legal definitions.
  • In consultation with relevant stakeholders, develop an inter-ministerial data protection and sharing protocol and MoUs to be signed between Government and NGOs who will be using the system. This should include referral mechanisms between government and nongovernmental actors for prevention and responses services.
