According to this article from Cambodia's Khmer Times, "about 30 percent of the children living in orphanages around the country will be moved to live in communities with their mothers or fathers, a minister said last week after his ministry had investigated the situation." However, says Social Affairs Minister Vong Soth, this plan to deinstitutionalize children does not mean the elimination of orphanages altogether. Soth claims that orphanages are still going to be used as a last resort for children without parents.
