This report provides a comprehensive costing framework for scaling two child care reform models in Kenya under the Changing the Way We Care (CTWWC) initiative: Kafaalah, a family-based care approach, and Case Management for Reintegration, which supports transitioning children from residential care to family environments. It introduces two Excel-based costing tools designed to help stakeholders estimate financial requirements, develop costed implementation plans, and advocate for funding. The tools use historical data from CTWWC’s demonstration work and allow customization for different contexts.
The report outlines methodologies for both models—activity-based costing for Kafaalah and financial statement analysis for Case Management—covering strategic areas such as legislation, workforce development, social norms, monitoring, and service delivery. It emphasizes that family-based care is more cost-effective and beneficial than institutional care, which can cost six to ten times more without better outcomes. By providing evidence-based cost projections, the report aims to guide government, NGOs, and donors in investing in sustainable, nurturing care solutions.
