On 31 October 2007, the Government of the Republic of Moldova issued Decision No. 1177 on the setting up of the Commission for the Protection of the Child in Difficulty and Approval of the Framework Regulations on the activity of the Commission. This decree was ordered in order to achieve the National Strategy and Plan of Actions on the Reform of the Residential Childcare System for 2007-2012, , as well as to develop alternative services for the protection, care and development of the child and family. This decree (1) establishes within the local public administration of the second level/Balti municipality, the Commission for the Protection of the Child in Difficulty, subordinated to the Rayon/Municipal; (2) approves the Framework Regulations on the activity of the Commission for the Protection of the Child in Difficulty; and (3) instructs that the profile commissions established at the rayon/municipal level are obliged to function in compliance with the Framework Regulations on the activity of the Commission for the Protection of the Child in Difficulty.
