This report provides an in-depth analysis of trends and progress in reducing the number of residential care facilities in Cambodia and the children placed in them between 2015–2024. Cambodia has made significant progress in reducing residential care facilities, with a sharp decline in both number of facilities and children placed in them between 2015–2024. Yet persistent challenges remain around facilities operating below minimum standards, unlicensed and unregistered residential care institution, and the care of children with disabilities. Strengthening family-based care, inspection systems, inter-ministerial collaboration, and capacity building at all levels is essential to sustain reform gains.
