Changing the Way We Care

At the close of the Changing the Way We Care (CTWWC) The Changing the Way We Care (CTWWC) initiative launched in 2018 with the aim to reform child care systems by promoting safe, nurturing family-based care over institutional care. At the close of CTWWC, Outcome Harvesting was used to track change in national system strengthening and in regional and global collaboration. This report, and another associated report, capture the initiative’s experience with using Outcome Harvesting as a key monitoring and evaluation approach.

This report provides a comprehensive overview of how the CTWWC global initiative applied the Outcome Harvesting methodology to monitor and evaluate its efforts to reform children’s care systems. The report outlines CTWWC’s strategic objectives, the rationale for choosing Outcome Harvesting, and the six-step process used to capture and analyze behavior changes among key actors such as governments, civil society, and faith-based organizations. The methodology was particularly suited to CTWWC’s complex, adaptive approach and helped track progress in promoting family-based care across demonstration countries of Guatemala, Kenya, Moldova, India, and Haiti.

The report details the practical implementation of Outcome Harvesting, including training, data collection, iterative review, substantiation, and visualization of outcomes. It highlights the challenges faced—such as time demands, data consistency, and underreporting—and offers recommendations for future initiatives using this method. With over 450 outcomes harvested, the methodology provided rich insights into systems change and sector influence, informing adaptive management, stakeholder reporting, and final evaluations. The document concludes with reflections from CTWWC team members and emphasizes the value of Outcome Harvesting for long-term, multi-level initiatives aiming to transform care systems.
