World Social Summit Virtual Solutions Session: Catalysing Social Development through Care Reform for Children

FCDO and Hope and Homes for Children

On 3 November 2025 the UK FCDO and Hope and Homes for Children convened a Virtual Solutions Session at the occasion of the Second World Summit for Social Development. The official side-event 'Catalysing Social Development through Care Reform for Children' aimed at embedding child care reform and the global movement to end child institutionalisation firmly  into the global social and sustainable development discourse.

Following the launch of the first ever Global Charter on Children’s Care Reform at the UN General Assembly, Ministers, ambassadors, care leavers and civil society leaders outlined practical commitments to prevent unnecessary family separation, phase out institutions for children and redirect resources to family and community-based care systems. Government representatives from Zambia, Moldova, Paraguay and showcased national progress, while care‑experienced advocates powerfully testified to the lifelong harms of institutionalisation and the need for meaningful participation in policy design and civil society leaders shared their practical recommendations for comprehensive, durable and sustainable child care reform.

The event emphasised political leadership, time‑bound national action and systems strengthening, including data, interministerial coordination and investment in care leaver networks. The Charter remains open for signatories.
