Most juvenile justice cases are disposed of by the informal justice system and very little is known about how these cases are resolved or their incidence, with very few cases entering the formal system each year and most children being discharged and returned to parents or guardians. This report highlights confusion about the law, the need to collect data on children’s experience of both systems, and calls for support to juvenile justice reforms, prevention of youth crime, and strengthening civil society and government capacity to address justice for children.
