This analytical report presents a comprehensive review of national and regional training programmes for Ukraine's social sector workforce to assess their relevance, quality, and alignment with current legislation, international standards, and workforce development needs. Using expert assessment tools, self-assessments from regional social service centres, and consultations with practitioners, the review evaluates 13 national training programmes (plus one additional programme) and a range of regional curricula against criteria including relevance, evidence base, interdisciplinarity, practical orientation, accessibility, and ethical standards. The report concludes that while several programmes remain fit for purpose, many require substantial revision or replacement to reflect legislative reforms, deinstitutionalisation, family-based care, early intervention, and modern social service delivery. It also identifies significant gaps in training provision, highlights regional demand for standardized curricula linked to national social service standards, and recommends developing new competency-based training programmes, strengthening trainer capacity, harmonising national and regional learning systems, and establishing a coherent framework for continuous professional development across the social sector.
