The case study is one in a series of case studies highlighting different aspects of a case management system and referral mechanisms utilized by OVC programs. The overall objectives of the case study are to highlight and help promote good practice related to referral mechanisms within orphans and vulnerable children (OVC) programming.

This case study presents a program in Mozambique that could be identified as a hub and spoke model of referral mechanism. The activista (a type of case worker) acts as a first point of entry for the target population of vulnerable adolescents into the social service system. The activista is responsible for assessing and determining the services that are required, either delivering them on behalf of the program she serves or referring to other service providers.  The example presented in this case study, from YouthPower Action, should be understood as just one example of a referral mechanism in practice.
