Investing in parent and caregiver support is one of the most impactful actions countries can take to advance children’s rights and accelerate progress toward the Sustainable Development Goals (SDGs), including improving child development outcomes, reducing violence within families, increasing gender equality, and supporting economic growth.
Parenting support is also among the most cost-effective strategies to strengthen human capital while reducing long-term public expenditures in health, education and justice systems. Because parenting is a cross-cutting enabler of children’s survival, development, protection, and learning, it contributes to intersectoral outcomes and stands as a powerful intervention that can yield multi-generational and cross-sectoral impact. However, access to parenting support remains limited. Based on strong evidence of the impact and cost-effectiveness of parenting programs, UNICEF, WHO, and the Special Representative of the Secretary-General on Violence Against Children (SRSG-VAC) in 2021 launched a policy call for governments to scale up universal parenting support.
To support these efforts, UNICEF, in collaboration with Parenting for Lifelong Health (PLH) and with support from other GISP partners—the World Health Organization (WHO), the Early Childhood Development Action Network (ECDAN), and the International Rescue Committee (IRC)—developed two important resources for the advancement of universal parenting support: i) a Global Conceptual Framework for Universal Parenting Support and ii) a Policy Analysis and Benchmarking Tool.
The Framework brings together global evidence, practical tools, and country examples that illustrate how parenting support across the life course can be adapted and integrated across multiple sectors and delivery platforms. The Benchmarking Tool was designed to help governments and stakeholders analyse the current landscape of parenting support and plan for future expansion.
