The purpose of this consultancy is to ensure coherent programme monitoring and to enable aggregate reporting of UNICEF’s results on children on the move programme across regions. This will entail mapping out indicators currently used by country offices and regional offices for children on the move programming and identifying key indicators on children on the move for UNICEF to monitor and report against moving forward, which are linked to programmatic theories of change and have data available. When developing any monitoring framework or menu of indicators, the consultant must provide (i) detailed guidance on operationalising the framework and (ii) prioritise indicators that are available and validated, linked to the SDGs and to UNICEF strategies and framework for programme development, implementation and monitoring and evaluation. Stronger alignment between country, regional and global measurements and commitments would be expected.
This consultancy complements DRP’s efforts to capacitate national institutions to sustainably collect, analyse and use high-quality, timely and disaggregated data in the area of migration and displacement, with a focus on child-specific data, including service provision data. As such and as elaborated in the results and tasks elaborated below, the consultant will consult and collaborate closely with the international consultant and national consultant(s) hired by DRP on their effort. The consultancy will also explore synergies with the initiative proposed by OECD seeking to develop a common framework and indicators for local migrant and refugee inclusion policies.
Contextual elements including national priorities in light of the 2030 Agenda for Sustainable Development as well as processes related to the Global Compact for Safe, Orderly and Regular Migration (GCM) and the Global Compact for Refugees (GCR)will be considered.
The consultant is expected to use existing guidance documents as reference such as UNICEF Strategic Plan 2018–2021 and Results Framework, Global Programme Framework on Children on the Move in 2017, the Indicator Manual for UNICEF Strategic Plan Goal Area 3, and proposals and monitoring frameworks for UNICEF programmes on children on the move in various regions.
The consultant will be part of and report to the Child Protection Section and Education Section, Programme Division. Within the Child Protection Section, the Consultant will receive day to day guidance from the Child Protection Specialist, under the overall supervision of the Senior Adviser Child Protection. Within the Education Section, the Consultant will receive day to day guidance from the Education Specialist. The consultant will also work closely with the Data and Analytics Section of the Division of Data, Research and Policy, particularly around their work on preparing and capacitating countries to sustainably collect, analyse and use high-quality, timely and disaggregated data in the area of migration and displacement, with a focus on child-specific data, including service provision data. The consultant will also consult with the Health Section, the Social Policy Section and the field offices as necessary to achieve the aims of this consultancy.
