Consultancy: Technical Adviser to support the implementation of “PROTECT: A Communication Strategy to End Violence against Children and Unnecessary Family Separation in Cambodia 2017-2022”

The purpose of this consultancy is to provide technical, administrative, operational and logistical support for the implementation of the Cambodia PROTECT Strategy.

For this purpose, the selected consultant is expected to work closely with UNICEF, senior and technical officials of MoSVY and key partners, which include, but are not limited to:

  • The Cambodia PROTECT Working Group, a management and coordination mechanism for the implementation of the Cambodia PROTECT Strategy, which will be established and led by MoSVY and to be composed of other ministries as members;
  • The Cambodia PROTECT partnership, composed of eight international and national NGOs within a collaboration framework to ensure a complementary effort in supporting the implementation of the Cambodia PROTECT Strategy;
  • The research agency, selected to conduct the baseline survey for the Cambodia PROTECT campaign; and
  • The institutions, selected to develop the branding package, key messages and communication materials for the mass media and ICT components.  

Work Assignments

  1. Preparatory work
    • Review the Cambodia PROTECT Strategy package (including an implementation plan and a M&E framework) and conduct consultations with UNICEF and, if necessary, other partners (i.e. MoSVY and NGOs)
    • Develop an inception report which includes, but is not limited to: i) the detailed descriptions of each task with a specific timeline based on work assignments and deliverables prescribed in this ToR (Any adjustments can be proposed at this stage if necessary); and ii) any recommendations regarding operational approaches, plans, methods and procedures to ensure the engagement and participation of the communication participants and optimum outreach and impact.
  2. Provide support to the Cambodia PROTECT Working Group, especially for MoSVY, to prepare for, launch, implement and monitor the Cambodia PROTECT campaign
  3. Coordinate the implementation of the Cambodia PROTECT campaign with the Cambodia PROTECT partnership and other key stakeholders
  4. Contribute to capacity building of key partners and actors in C4D for ending violence against children and unnecessary family separation
  5. Contribute to knowledge and evidence generation for the UNICEF Child Protection programme

To qualify as an advocate for every child you will have…

  • Academic qualification at the Master’s level in the relevant fields such as communication, behavioural sciences, anthropology, child protection or social sciences
  • At least 5 years of professional experience in communications, media relations and advocacy.
  • Proven experience in developing, implementing and monitoring communication for development and behaviour change communication campaigns is an advantage.
  • Proven experience in project management is an advantage.
  • Previous work experience with international development organizations and/or government agencies is an advantage.
  • Demonstrated knowledge of child protection, especially of violence prevention and family preservation, and of social and cultural norms, beliefs and practices that lead to violence against children and unnecessary family separation
  • Proven knowledge and understanding of the Cambodian context
  • Knowledge of UNICEF programming is an advantage
  • Excellent management, interpersonal, planning and coordination skills
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships
