National Individual Consultancy- (3 Consultants) To support Child Protection System Strengthening Initiatives, based in Bhairahawa, Janakpur and Nepalgunj (Only for Nepalese Nationals)

The purpose of the consultancy is to provide technical assistance to support the State and Local levels in in planning, budgeting and monitoring of child protection interventions with focus to address child marriage, child labour, violence discipline, gender-based violence and justice for children through system building approach.

Duration of Contract:

The total duration of the assignment will be for 11 months and is expected to begin on 01 April 2019 ending on 28 February 2020.

Duty Station:

3 Consultants in total - one in Bhairahawa for Province 4 & 5, one in Janakpur for Province 2 and one in Nepalgunj for Province 6 & 7.

Specific Tasks:

  1. Support the mapping of protection actors and resources at the local level             
  2. Document child protection activities and budget leveraged from the selected local levels
  3. Support data collection, profiling and analysis of data related to child protection based on the defined indicators specified in UNICEF operational plan at the assigned local levels
  4. Support development/operationalization of child protection related information management system at the local level
  5. Support capacity building sessions to Local Level officials/authorities and child protection stakeholders on security and justice issues with special focus on child protection
  6. Document and compile key lessons learned and best practices on strengthening child protection systems

Deliverables:

1st Deliverable by 31 May 2019: Submission of service directory of child protection actors in the assigned local levels        

2nd Deliverable by 31 July 2019: Submission of report on support provided on local planning and budgeting process including activities and budget leveraged on child protection

3rd Deliverable by 30 September 2019:  Submission of compilation and analysis of child protection data of the assigned local levels based on the defined indicators specified in UNICEF operational plan

4th Deliverable by 30 November 2019: Submission of report on the technical support on Child Protection Information management system at local levels

5th Deliverable by December 2019: Submission of report on capacity building of local officials and elected representatives on child protection

6th Deliverable by 28 February 2020: Submission of report on key lessons learned and best practices on strengthening child protection system including child protection policy/code of conduct at the local level.

Travel requirement for the assignment:

  • Visits to programme Palikas under each zonal office; each visit involving 4-5 days

To qualify as an advocate for every child you will have…

Education

University degree in law, social sciences or any other field related to child protection.

Work Experience

  • At least two years of experience in the related field
  • Technical knowledge on child protection
  • Relevant experience in planning and budgeting at Local Level
  • Excellent Nepali and English writing and speaking skills;
  • Relevant experience with UN agencies will be an added advantage.

Competencies

  • Good communication, coordination, analytical and facilitation skills;
  • Capacity to work independently and to take initiative;
  • Demonstrated commitment to delivering timely and high-quality results.

Special skills

  • Technical knowledge and skills on child protection system strengthening
  • Computer skills (including advanced Spreadsheet/Microsoft Excel).
