UNICEF is inviting applicants to submit a proposal for ‘Assessment of domestic and international adoption in Moldova.’

The purpose of this RFP is to invite proposals for an assessment of domestic and international adoption in Moldova. The purpose of this institutional consultancy is to assess the laws, policies and procedures, as well as their implementation and existing practices regarding domestic and international adoption in order to bring these in line with international law and standards, in particular the UN Alternative Care Guidelines, the Convention on the Rights for the Child, and the Hague Convention on Inter-country Adoptions.

The consultancy is expected to be carried out within a 7-month period, starting from August 2014 and ending in March 2015.

Qualifications and experience

  • International research/consultancy company with human (child) rights or social profile (specialization in alternative care and adoption is a strong asset);
  • International and/or national consultants with advanced university degree in Law, Social Sciences, Human Rights or related field;
  • Consultants - Minimum of 7 years of relevant professional experience in the area of child care and protection, in particular adoption;
  • Institutions - Minimum of 5 years of experience in international research and/or consulting;
  • Proven experience in quantitative and qualitative research in the social science or human rights area;
  • Proven knowledge of international human and child rights standards (United Nations and European standards);
  • Demonstrated experience in the CEE/CIS region a strong asset;
  • Previous work with UNICEF or other UN agencies is an asset.
  • Excellent command of English
  • Working command of Romanian and/or Russian is a strong asset.
  • Experience in working with the Government of Moldova and/or UNICEF or other UN Agencies will be an asset;
  • Familiarity with the child protection, including adoption and care system(s) in Moldova
