This article offers commentary by alternative care expert Zeina Allouche outlining the responsibilities of care centres and the government of Lebanon under international law in regards to the abuses that occur in institutional settings. The article is written in response to the case of Tarek Mallah, a boy who was continually raped in an orphanage in Lebanon and the Ministry's failure to take responsibility for preventing or addressig such abuse.
