How accurate data could transform Egypt’s Kafala system and protect children deprived of parental care?

This piece examines persistent gaps in Egypt’s Kafala system for children deprived of parental care, highlighting the lack of disaggregated data on children, foster families, and care homes. While recent legislative reforms have improved the Egyptian Child Law, weak oversight and missing statistics undermine policy effectiveness and leave children vulnerable to neglect and abuse. The article points to a new protocol between the National Council for Human Rights and CAPMAS as a promising precedent for evidence-based monitoring and recommends steps such as creating a national alternative care database, strengthening audits, expanding eligibility for fostering, and improving caregiver support. It argues that only with accurate data can Egypt ensure children’s rights to protection, dignity, and family-based care are fully realized.
