This article explores how a new initiative launched in July 2025 in Plymouth, U.K. aims to transition children in residential care into nurturing family-based environments like foster or kinship care. On a 14-month engagement, Reconnect—a specialist organization—will partner with Plymouth City Council to provide trauma-informed support, plan therapeutic interventions, and recruit capable foster carers through a cost-effective, payment-by-results model.
