Drawing on his own adoption experience, Lammy highlights that millions of children worldwide still live in institutions despite research showing the harms of growing up without consistent family care, and notes that over 30 countries and 100 organisations have now signed the Charter to commit to strengthening family support, reforming care systems, and investing in services that keep children safely with their families.
