Summary
LGBTQ-headed families face a complicated legal landscape when it comes to legal recognition. The 2015 U.S. Supreme Court ruling , permitting same-sex couples nationwide to marry, substantially shifted the legal landscape for lesbian, gay, bisexual, transgender, and queer (LGBTQ) parents. Many families now have access to legal recognition through joint adoption, stepparent adoption, and the long-held legal presumptions of parentage for children born to married parents. Yet access to marriage has not fully created the necessary legal protections for the diverse ways in which LGBTQ-…
ABSTRACT
The purpose of this article is to discuss whether adoption, in the form in which it is systematized in Brazil, by the National Adoption Register, may be the solution to the serious problem of child and adolescent in risk situation care, especially those living in the state of Rio de Janeiro. To this end, the secondary data of two official computerized systems were analyzed: the Child and Adolescent Module of the Public Ministry of the state of Rio de Janeiro, and the National Adoption Register of the National Council of Justice. It was concluded that, the way the system is…

Australian Indigenous Advocates have long sought the passage of Indigenous child-welfare legislation similar to the United States’s Indian Child Welfare Act. Recently, the Australian government has indicated it is receptive to the enactment of such legislation. However, an Australian version of the ICWA is not as simple as it sounds. The legal status of the Indigenous communities of Australia and American Indian tribes is vastly different thus, many of the ICWA’s provisions, particularly those based on a recognition of Indigenous sovereignty, would require significant modifications before…
ABSTRACT
Placement stability and permanency are key goals for children in foster and adoptive care. This study is a systematic review of the scholarly literature to better understand caregiver-related factors (e.g., characteristics, proficiencies) that contribute to permanency and placement stability, in order to provide a stronger foundation for developing and improving caregiver recruitment and training procedures. Our review of 29 qualifying scholarly articles revealed 16 caregiver-related factors associated with permanency and/or placement stability. This knowledge can assist in…
This report from Changing the Way We Care reviews the range of available alternative care options in Guatemala and offers recommendations for additional alternative care modalities as well as deinstitutionalization and family preservation practices.
The report finds that, to this date, the Guatemalan System for the Protection of Children and Adolescents does not have a range of alternative care options for children who are without parental care or separated from their families. Currently, the only options are extended or foster families and residential care; therefore, this study…
Abstract
Most foster and adoptive caregiver training curricula show limited effectiveness in improving the preparation of caregivers to care for foster and adoptive children and youth. In 2017, in response to the need for evidence-based and comprehensive training for foster and adoptive parents, the United States Children's Bureau initiated a cooperative agreement to fund the development of the National Training and Development Curriculum for Foster and Adoptive Parents (NTDC). As part of the curriculum development process, caregiver usability tests were conducted to assess caregiver…
Abstract
Despite the prevalence of children in need of adoption from the U.S. foster care system, only one of every 28 individuals who contact an adoption agency adopt from foster care. In response, adoption professionals create photolistings to maximize the pool of available prospective adoptive families and enhance the visibility of fostered youth. Yet, creating photolistings is challenging because professionals must navigate helping to place children without exploiting or misrepresenting them. Framed by relational dialectics theory, a contrapuntal analysis of 104 photolistings examined…
Abstract
This study examined parent-child relationship variables (child attachment, parental sensitivity, and prior parenting experience) and child behavior problems in parents and their international adopted children with a cleft lip and palate (CLP+; n = 29) and without a CLP- (n = 55). First, results do not show any group differences on child attachment (secure attachment CLP+ = 69%, CLP- = 59%), or on externalizing problems, but fewer internalizing problems were found for CLP children. Second, mothers of CLP children,…
Abstract
Both the poor educational attainment of youth in out-of-home care and its consequences have been well documented in recent years. It has also been demonstrated that multiple issues, such as motivation, expectations, parental involvement, change of school and level of cooperation influence their attainment generally. Collaboration between professional partners has been suggested as a means to a solution, both to address these complex issues and develop responses. Our research objective is to understand the development of collaboration in relation to these multiple issues.…
