Changing the Way We Care

The Final Report: Changing the Way We Care; Year 5 Evaluation, prepared by Anna Martin and Jennifer Compton of Picture Impact, highlights the Changing The Way We Care (CTWWC) initiative’s substantial contributions to advancing care reform globally and in demonstration countries—Guatemala, Kenya, and Moldova—through strengthened policies, systems, and stakeholder collaboration. The evaluation report underscores CTWWC’s role in promoting family-based care, enhancing case management and national coordination, and fostering inclusive, participatory approaches; it also identifies critical priorities for future implementation, including sustainable financing, scaling successful models, deepening engagement with persons with lived experience, and addressing persistent gaps in care for children with disabilities.

As mentioned in the report, the evaluation methodology included a case study approach looking deeply at approaches that CTWWC implemented, chosen based on geographic/contextual representation and the variety of contribution/role(s) that CTWWC played in catalysing systems and sector change. The case studies informed the overall evaluation findings, and are also available as stand-alone documents:
