National Consultant on Child Protection, Papua New Guines, 8 months

This consultancy aims to provide technical support to the Office of Child and Family Services in leading and coordinating the implementation of the Child Protection Act (2015)-LPA and the National Child Protection Policy (2017-2027) thereby improving the care, support and protection of children.

The consultant will specifically advance the establishment and functioning of Child and Family Services Council; the development of costed multi-sectoral plan for child protection; the establishment of Child Protection Information and Case Management System and the training and gazettal of Child Protection Officers

Purpose / Objectives

This consultancy is in response to the request from the Office of Child and Family Services to have a national technical advisor who can help in strengthening national child protection systems, particularly in accelerated implementation of the Lukautim Pikinini Act (2015) and the National Child Protection Policy (2017-2027).

The consultant will work very closely with the CEO for the Office of Child and Family Services. Briefing session will be held before the assignment commences between the Consultant, the UNICEF Child Protection Team and the team from Office of Child and Family Services. Regular bi-weekly meetings will be held between the consultant and supervisor to monitor progress, identify support requirements and to make necessary adjustments. The consultant will also participate in UNICEF regular child protection team meeting.
