Participation Works is a partnership made up of the following six agencies: the British Youth Council, Children’s Rights Alliance for England, KIDS, National Council for Voluntary Youth Services, National Youth Agency and Save the Children UK. The Carnegie UK Trust was one of the initiating partners and coordinator of Participation Works until September 2006. The National Children's Bureau were partners until June 2013.
P4EC operates in Russia, Moldova and Ukraine to ensure vulnerable children who are, or risk being, separate from their family or community remain in a safe environment, free from poverty, violence, and exploitation.

Established to ensure the prevention of family breakdown as they support the Reform of Care across the globe, PFS is strategically working in partnership with communities in Ghana to develop community-based family preservation, child protection and alternative care solutions for all community members.
