MoSVY is the ministry with the overarching responsibility for the protection and wellbeing of children nationally. MoSVY has the primary responsibility for children in alternative care and for the development of the laws, policies, sector and strategic plans and technical standards to guide care reforms and social service provisions nationally.
National Child Protection Commission (NCPC)
i
The NCPC has the mandate to ensure the cooperation and coordination of all government and non-government actors involved in child protection. The NCPC is further responsible for identifying and addressing gaps in the legal framework, promoting its implementation and providing the technical assistance to aid implementation.

MoI has the mandate to oversee the subnational administrative structures responsible for social service provision and frontline child protection and child welfare.
Provincial Department of Social Youth and Veteran Affairs (DoSVY)

DoSVY is the capital/provincial line office of MoSVY and is responsible for the oversight of State run RCIs, including approving new admissions or requests for exiting state care, data collection on children in alternative care and the preparation of budgets for the provincial and district offices of social affairs
Women and Children Consultative Committees (WCCC)

The WCCC is mandated to support the implementation of the Alternative Care Policy primarily through resource mobilization and capacity building, including the analysis of provincial data and inclusion of child protection issues and service needs in provincial plans.

(This is the first episode in a podcast series created by the Kmeng Onka Cambodia Care Leavers Network highlighting the lived experience of those living in residential care or are about to leave.)
This webinar, co-hosted with the Martin James Foundation, explores lessons learned in the development and strengthening of foster care systems in a number of countries and contexts, including emerging foster care systems in Bulgaria, Uganda, Cambodia, and Bangladesh as well as the more established foster care system in the UK, with a view to examining challenges and successes in implementation.
“They would always say they were coming back, but they never came back.” These are the words of Sinet Chan in her letter to the Australian government. As a child, Chan spent years in a Cambodian orphanage after losing both of her parents to HIV. Describing her experiences during her formative years there, Chan recounted being forced to entertain the constant stream of visitors from abroad by singing songs and playing games with them in order to encourage donations to the orphanage. “The volunteers were nice people, trying to help us,” Chan wrote, “But now I realise it was a form of exploitation, using us to generate funding.”
Cambodian Minister of Social Affairs Vong Sauth has called on all relevant authorities to resolve children’s protection issues and implement the National Strategy following the launch of the National Policy on Child Protection System 2019-2029 in September.
Vaccination of boys and girls aged six to 12 has surpassed initial estimates of 1,897,382 to be vaccinated (based on 2019 census) with more than 1,907,695 having received their first dose of the COVID-19 vaccine.
