An estimated 30,000 children live in approximately 750 mostly privately-run and financed orphanages in Haiti. The Government of Haiti estimates that 80 percent of children in orphanages have at least one living parent, and almost all have other family members. Poverty, lack of access to basic services, and the desire to provide an education drive parents and caregivers to place their children in orphanages. In this brief article, the authors make their case for extending the age limit for young people to receive care in the foster care system, focusing on the UK and the US.
This policy brief comes from the Future of Children journal - a collaboration of the Woodrow Wilson School of Public and International Affairs at Princeton University and the Brookings Institution in the United States. The brief outlines the current state of the Child Welfare System in the United States, particularly federal funding to individual states’ child welfare systems. According to the brief, the US federal government provides states more money for foster care and out-of-home placement services than for preventive services and programs that could keep children out of foster care. This paper presents new estimates of the average lifetime cost per child maltreatment (CM) victim in the United States and aggregate lifetime costs for all new cases of CM incurred in 2008 using an incidence-based approach. This study extends previous research in this area by correcting methodological flaws of previous studies; incorporating more recent and comprehensive studies of the epidemiology, consequences, and costs of CM; and providing a framework for using the findings in the literature to estimate the incidence-based economic burden of CM.…
