Legal and relational permanence have long been viewed as a central outcome of child welfare services. Timely termination of parental rights (TPR) has been a cornerstone of these permanency efforts because TPRs facilitate permanency through adoption. Yet the number of adoption plans that are not finalized or sustained are not trivial.
Over 2,000 youth emancipate from foster care each year and many more leave earlier but not before a TPR has occurred. Some states have passed legislation to allow reinstatements of parental rights. This paper reviews the range of factors state legislation…

The transition of a residential care service involves significant change at all levels of an organization and affects many different stakeholders, including the children, their families, the staff, and the board and management of the organization. As with any significant change, transition can result in a range of emotional reactions amongst those most impacted, such as fear, uncertainty, and worry. Unless these emotions are acknowledged and addressed, it is common for stakeholders to resist change, regardless of its overall merits.
In this video, Anne Kinuthia, shares how social work…
Parental education programs are a key element in achieving family reunification because they help mothers and fathers improve their parenting skills and increase the parent-child relationship. Perceptions of change are examined among children and parents who participated in Spain’s “Caminar en familia” (“Walking family”) program, which was implemented among families served by the Sistema de Protección a la Infancia y a la Adolescencia (System for the Protection of Children and Adolescents).
A qualitative design enabled comprehensively describing the experiences of families in the Spanish…
This report examines trends in adolescent childbearing using techniques that focus on the most vulnerable girls, such as child mothers, girls with repeat adolescent childbearing, and births that occur in dangerously quick succession. In using these new measures, it uncovers the untold story of more than 50 years of adolescent childbearing in the world’s low- and middle-income countries. The new measures reveal that the issue is not just about whether or not a girl gives birth in adolescence but if, when and how many births she experiences. That is, adolescent childbearing comprises three…
In recent decades, escalating and protracted conflicts, natural disasters and extreme weather events often exacerbated by climate change, and major health emergencies, such as COVID-19, have resulted in rapid increases in the numbers of people and communities in need of emergency social assistance and support. Social service workers play a crucial role in helping individuals, families…

Adopcja międzynarodowa nie powinna być realizowana w trakcie lub bezpośrednio po sytuacji kryzysowej. Pozostając w zgodzie z decyzją rządu Ukrainy o zawieszeniu adopcji międzynarodowych, wzywamy państwa przyjmujące, organy międzynarodowe i organizacje humanitarne do przyjęcia zharmonizowanego podejścia i wprowadzenia moratorium na przysposobienie międzynarodowe dzieci z Ukrainy.
