The November 2025 Better Care Network newsletter highlights key developments in child protection and care reform around the world. This edition features new legal and policy updates from Nigeria, Pakistan, Indonesia, and India, alongside evidence reviews focused on strengthening family-based care, supporting care-leavers, and improving services for children with disabilities. It also showcases emerging frameworks such as the “Family-First” national systems tool, as well as global webinars and learning opportunities.
The article reports on a key event held on 2 December 2025 at the Eurochild–hosted session at the European Parliament, marking the end of a three-year national effort in Bulgaria to shift from institutional care toward family- and community-based child protection. The initiative—supported by Tanya’s Dream Fund—focused on strengthening families, preventing child–family separation, and using funding from the European Child Guarantee (ECG) together with national reforms to build coherent, prevention-oriented systems.
As part of the Global Campaign on Children’s Care Reform, the UK government is encouraging countries to strengthen families, expand safe and nurturing family-based alternative care, and progressively end the use of institutions to care for children.
