This research looked at the factors affecting the family reintegration of girls in the Tshangu district of Kinshasa (DRC), an operational zone of the local NGO OSEPER, a partner of War Child for a 3-year project, seeking to address the needs of street-connected girls, including family reintegration.

In this paper, the author argues that the response to the orphan crisis in sub-Saharan Africa has focused mainly on mobilizing and distributing material resources to households with orphans. Only a few anthropologists have interrogated the frameworks and values on which the projects for orphans are based. The paper provides an analysis of the trends in foster-care research in Africa and the author suggests that current ethnographic data on foster-care practices do not adequately reflect the changing context of fostering in that continent.

This publication was prepared as a background document to inform the discussions and debates during the Fifth International Policy Conference on the African Child held on 29-30 May 2012 in Addis Ababa, Ethiopia. This report examines the rationale behind increasing intercountry adoption in Africa, the main thrust of international standards, the extent and magnitude of African intercountry adoption and its problems and challenges. The paper provides recommendations to this increasing trend and aims to establish a more Pan-African position on the topic of intercountry adoption.

This background paper and individual country briefs were commissioned to examine the current status of family support services and alternative care in 18 sub-Saharan Francophone, four Anglophone and two Lusophone African countries (a total of 22 countries). This background paper represents a comparative regional analysis, providing an overview of the current situation and illustrating promising practices, opportunities and challenges.

This study analyzed the current social protection environment in the Democratic Republic of the Congo (DRC) and examined the “vulnerabilities and risks facing children living in poverty in Kinshasa, Bas Congo and Katanga provinces.” 

This Situation Analysis Report is one of a series of three documents: (1) Report on the Situation of Orphans and Vulnerable and Children and Youth in the SADC Region; (2) Conceptual Framework for Psychosocial Support for Orphans and Vulnerable Children and Youth in the SADC Region; and (3) Minimum Package of Services for Orphans and Vulnerable Children and Youth in the SADC Region. The Situation Analysis Report has informed the development of the PSS Framework and the Minimum Package of Services.
