This report was prepared by CELCIS in collaboration with local authorities and stakeholders in Scotland to inform the Scottish Government Children and Families Collective Leadership Group's consideration of the impact of COVID-19 on children and families.

This Terms of Reference is developed for an Evaluability Assessment (EA) which aims to look at the extent to which national child care reforms in Europe and Central Asia region (ECAR) with a strong focus on de-institutionalization (DI), including in particular for children with disabilities, are evaluable and can be evaluated in a reliable and credible fashion. 

These presentations from UNICEF and Eurochild were delivered during the June 25 2021 workshop of the Care Measurement Task Force. The focus of the workshop was the development of the residential care toolkit (led by UNICEF) and care measurement in the EU region.
