It emphasizes the need to establish training, resources and effective procedures in order to meet the standards outlined in the Statement of Good Practice. Data from Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia is presented.
