Most residential children's social care services in England, including children's homes, are operated by for-profit companies, but the implications of this development are not well understood. This study aimed to synthesize existing qualitative UK evidence on the known safeguarding risks and poorer outcomes for disabled children and young people who are at risk of, or who have experienced abuse. In England, over the past decade, the stark rise in the number of cared-for children has coincided with rising child poverty, a key risk factor for children entering care. The authors aimed to assess the contribution of recent trends in child poverty to trends in care entry.
